Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are conducted: positive announcements are delivered from various governments. Significant resources is devoted on managing specific proposals. By night, Moscow clearly shows the world that, for them, military action persists as the primary tool for achieving "resolution".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from Russian territory, a capacity afforded by current data. From observation points, military aircraft that had been dispatched to engage hostile guided weapons flew past – modern combat jets supplied to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons thundered: several firings targeted at a incoming threat. This was a modern interception technology at work, probably provided by Western nations. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly transforms into resigned acknowledgment: possibly the hostile projectile won't strike its target this time, sparing the city from ruin and another blackout.
Ongoing Risks
Soon after, a large-caliber weapon fired at a drone somewhere nearby, part of a defensive team – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.
Periodically, this continued until dawn. Kyiv greeted the early updates: seven people killed, damage and heating outages in many homes as a result of the night's assault. As typically, everyone still went about their day – living the war. But those entire period demonstrated Ukraine's essential dependence on external assistance – a dependence that neighboring countries are demonstrably unable to fill in the short term.
Unsuccessful Negotiations
The comprehensive proposal from American leadership provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new approach from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This cycle will, certainly, persist.
Strategic Calculations
It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington operates on a principle well known to seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government assumes that it is unfeasible to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's occupied territories.
The problem is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not shift further in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but averting a complete military breakdown until situations evolve in its favour.
Current Realities
Realistically, there are no genuine requirements for a truce. Now, personal considerations are coming into play: political desires to broker a ceasefire and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unworkable, so that their attention does not move to domestic problems. And although their mission will now be significantly challenging after recent developments, it remains very improbable that this will modify their basic position.
These opposing factors are guiding negotiations.
Assessment and Future
It took a just a single week to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, latest revelations, all achieved their purpose.
While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and demonstrate particular unwillingness to modify developments, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
